Anyone excavating in the Town of Scarborough is required to obtain an annual Excavating License. The fee for obtaining an Excavating License is $150. It is effective January through December of the year purchased.

Proof of insurance must be included with the application. A copy of the insurance certificate naming the "Town of Scarborough" as additional insured is required (see illustration below).

In addition to the license, any road openings made in the Town of Scarborough require an Excavating Permit. One permit may be granted per location at a charge of $80.00 per permit, plus any additional road maintenance fees. No person or utility shall be granted a permit to excavate or open a street or sidewalk during the period of November 1st through April 15th of the following year, unless an emergency or special condition exists and permission is obtained from the Town.

Driveway Coordination

A Driveway Permit Coordination Form must be submitted to the Public Works Department before a building permit can be issued by the Planning and Code Enforcement department. A fee of $25.00 will be charged for each coordination form.
