Town Manager
Thomas Hall had the good fortune to be born and raised in Presque Isle and he’s proud to call himself a County Boy. He received his BA in Public Administration from the University of Maine at Orono and then headed to Penn State University to earn a Masters of Public Administration.
Tom’s career in public administration began as the Assistant Township Manager of Hatfield, PA. Within three years he was appointed as the Township Manager of Bethlehem Township, PA. An opening for a new City Manager in Rockland brought Tom and his young family back to Maine. He served as the City Manager in Rockland for nine years before heading south to Scarborough in November of 2008. Tom has been honored by the Maine Town & City Management Association with their Leadership Award in 2011, an award that is given to recognize a Public Administrator for a particularly bold and innovative project or for solving an unusually difficult problem. Tom is married to Kerry Hall and the proud father to two children, Brendan who graduated from Providence College and works in Boston and Emma, a graduate of Quinnipiac University who works locally as a Registered Nurse.
The Town Manager is appointed by the Town Council and is responsible for administering Town policies. The Manager serves as chief administrative officer, whose duties include complete executive direction of the administrative services of the Town. In addition to the day-to-day administrative responsibilities, the Manager's office is also responsible for compiling and submitting the Municipal Budget to the Council. Once adopted, the Manager is also responsible for the administration of the budget.
