The Town of Scarborough has a Town Council/Town Manager form of government. This form of government is a representative government where your seven town councilors act as both the legislative and executive branch of government. There are some exceptions, like purchases over $400,000 that need voter approval, but in general the Town Council decides how much money will be spent and in what areas and grants authority to the Town Manager to execute the budget accordingly. Councilors serve for staggered three year terms that begin in December following the November election. Councilors also serve as liaisons to resident committees and non-profit groups and serve on Town Council committees where much of the policy work begins.
